Bob Kuhn, Elected to represent the cities of Glendora and San Dimas on the Board of Three Valleys Municipal Water District is currently serving as its representative board member for the San Gabriel Basin Water Quality Authority (WQA) and currently is a member of the Legislative/Public Information Committee.
Bob served as a Planning Commissioner from 1982 – 1986 was then elected to the city council for the City of Glendora from 1986 through 1994 and Mayor in 1990, 1993, and 1994. Bob is the owner of an Independent insurance agency in the City of Glendora.
Bob’s community involvement includes Glendora Rotary, Chamber of Commerce, and the Foothill Presbyterian Hospital Men’s Club.
Ed was born and raised in La Puente, the youngest of seven children. Ed graduated from Bassett High School in 1981 and later received an Associate of Arts degree from Rio Hondo College. He also worked his way through school while earning a Bachelor of Arts Degree in Political Science from the University of California-Los Angeles in 1989. Ed continued his education by earning a High School Teaching Credential from Claremont Graduate University and an Adult Teaching Credential from California State University-Los Angeles. He has spent most of his career as an educator in the San Gabriel Valley having taught at Bassett Adult School, Pioneer High School, Claremont High School and in the Hacienda-La Puente Unified School District.
In addition to his service as an educator, Ed has served the San Gabriel Valley on the staffs of State Assembly Members Martin Gallegos and Sally Tanner, as an elected Member and President of the Bassett Unified School District's Board of Education and as a Councilman and Mayor of the City of La Puente.
In 2000, Ed was elected to the California State Assembly where he served for six years before his term expired. In the State Assembly he held a number of leadership positions including Chair of the Arts, Entertainment, Sports, Tourism and Internet Media Committee, Chair of Veterans Affairs, Chair of Indian Nations, Chair of Revenue and Taxation, and as Chair and Founder of the San Gabriel Valley Legislative Caucus.
In 2008, Ed was elected to the Upper San Gabriel Valley Municipal Water District's Board of Directors. He has been a leader on water issues as a member of the San Gabriel Basin Water Quality Authority, Main San Gabriel Basin Watermaster as well as other boards and associations.
Ed is married to Renee Chavez who also served on the La Puente City Council in her position as a Councilwoman and Mayor. Ed continues to live in the same home that he grew up in with his wife Renee and their son Robert.
Carol A. Montano, Director of the San Gabriel Valley Municipal Water District is serving as its representative to the San Gabriel Basin Water Quality Authority (WQA) board. Previously, Montano served as the District's alternative representative to the Main San Gabriel Basin Water Quality Authority (JPA), predecessor of the WQA from January 4, 1991, until the dissolution of the JPA in February of 1993. Montano holds an Associates of Science Degree from Citrus Community College and has attended the University of California at Riverside, extension class. Her professional affiliations include membership in the American Water Works Association and the California Municipal Treasurers' Association. Montano has been a long-time resident of Azusa. During that time she has been very active in civic affairs, and has amassed a long list of participation in civic, county, State and Federal government organizations.
Margaret Clark

Representing cities without water pumping rights City of Rosemead (Term Ends January 1, 2011)
Margaret Clark has served on the Rosemead City Council since March 1991, including three terms as Mayor. Prior to her election to the City Council she was a Commissioner on the Rosemead Planning and Traffic Commissions. In addition to her council responsibilities, Margaret has been an active leader in national, state and regional organizations and agencies. She was elected by 88 cities to serve as President of the Los Angeles County Division of the League of California Cities and is a member of the California Contract Cities Association executive board. Margaret also represents the City of Rosemead on the board of the San Gabriel Valley Council of Governments (SGVCOG).
Well respected for her knowledge of water quality and environmental issues, Mrs. Clark was selected by her colleagues from 29 SGVCOG cities to serve as a founding board member on the San Gabriel and Lower Los Angeles Rivers and Mountain Conservancy. She has served on the Board of Directors of the San Gabriel Basin Water Quality Authority since its establishment in 1992 by legislative action to oversee clean-up of one of the largest Superfund sites in the nation. Margaret’s environmental credentials also include membership on the National League of Cities Energy, Environment and Natural Resources Committee as well as numerous other environmental committee assignments such as membership on the governing board of the Los Angeles and San Gabriel River Watershed Council.
Prior to matriculating from college, Margaret studied in Europe at the University of Bordeaux through the University of California Education Abroad Program. She holds a bachelors degree and teaching credential from UCLA, where she met her husband Jim. Soon thereafter, they chose Rosemead in which to reside and raise their family.
Jim Byerrum

Jim Byerrum has been employed by California Domestic Water Company for 16 years. He was named the President of the company in 1996 after serving 12 years as the Director of Water Operations. Prior to Cal Domestic, Jim was employed for 9 years by the City of La Habra, working in the Water Maintenance Division. Mr. Byerrum is active in the Whittier Chamber of Commerce and serves as Vice President of the La Habra Area Chamber. Jim remains active in the Booster Clubs of Troy and El Dorado High Schools after serving many years on the Yorba Linda Youth Soccer and Little League Boards of Directors.
Greg Nordbak

Greg has served on the Whittier City Council since his election in 1994. He was re-elected in 1998 and 2002, and served as Mayor Pro Tem in 1996-98, and Mayor, 1998-2000. Greg is the President of Nordbak's Promotional Products, Inc. in Santa Fe Springs. Greg serves on the Board of Directors for the San Gabriel Basin Water Quality Authority ( www.wqa.com ). He is currently a Board Member of the Skills Foundation and the Whittier Rio Hondo Aids Project (WHRAP). He is a former Board Member of the Whittier Boys and Girls Club and a former Board Member of the American Red Cross. Greg is also active in youth sports. He has served as President of the Friends of La Serna as well as a past member and President of the La Serna High School Touchdown Club. He is a past Board Member of Whittier Girls Softball, Whittier Area Youth Soccer and Murphy Ranch Little League. Greg is also a member of the Whittier Rotary Club. Greg and his wife, Donna, have made Whittier their home for the past 26 years. They have two children, Tommy (25), police officer and Amanda (21), a student at California State University, Fullerton.
Michael L. Whitehead is President and Chief Operating Officer of San Gabriel Valley Water Company, headquartered in El Monte, California. Mr. Whitehead is a member of the Board of Directors of the San Gabriel Basin Water Quality Authority, having been first elected by groundwater producers in 2001. Mr. Whitehead also has served as a member of the Main San Gabriel Basin Watermaster and Chino Basin Watermaster boards. Mr. Whitehead joined San Gabriel Valley Water Company in 1979 as Vice President and General Counsel and in 1989 was named president of the company. Since joining the company, Mr. Whitehead has been actively involved in the management of the company and as General Counsel supervised the company's general corporate legal matters, having devoted particular attention to matters involving water law, environmental protection, eminent domain, and public utility law. Prior to that, he represented Carnation Company in state and federal regulatory proceedings. Mr. Whitehead is also an officer and director of Fontana Union Water Company, a mutual water company, and Arizona Water Company, one of the largest investor-owned water utilities in the state of Arizona. In addition, he is a member of American Water Works Association, a director and past President of the California Water Association, and is a member of the California Bar Association and its Public Utility Law Section.
