SAN GABRIEL BASIN GROUNDWATER QUALITY MANAGEMENT AND REMEDIATION PLAN

The San Gabriel Basin Water Quality Authority ("WQA") is in the process of revising its San Gabriel Basin Groundwater Quality Management and Remediation Plan ("Section 406 Plan") for 2010. In summary, the revised Section 406 Plan promotes improvement of groundwater quality in the San Gabriel Basin ("the Basin") by setting forth: (1) a general process under which this plan shall be developed and implemented; (2) remedial goals; and (3) a restatement of existing regulatory authority governing cleanup within the Basin, in addition to requirements of the United States Environmental Protection Agency ("EPA").

On February 16, 2010, the Board of Directors opened a 20-day public comment period to receive comments on the Section 406 Plan. Comments must be submitted in writing via U.S. mail, facsimile, or email on or before March 8, 2010 at 5:00 p.m.

The Board of Directors is scheduled to adopt the revised Section 406 Plan at its regular Board meeting on March 16, 2010.
